What is that movie called where its based in this walled city and the whole population is recycled...?

The movie is Aeon Flux with Charlize Theron. She finds out about the cloning process because her sister becomes one of the victims of being "recycled" though her sister actually is one of the few to become pregnant and prove they no longer need the cloning process anymore. The governor is played by Marton Csokas (Trevor Goodchild) and was Aeon's husband in a previous life. It's a really good movie!
